VOLAN SEES CRITICAL NEED FOR TRANSPORTATION, RECYCLING IMPROVEMENTSFOR IMMEDIATE RELEASE BLOOMINGTON, IN -- 8 SEPTEMBER 2007 VOLAN SEES CRITICAL NEED FOR TRANSPORTATION, RECYCLING IMPROVEMENT In his official bid for re-election, city councilmember Steve Volan (D-District 6) reiterated his call for a new set of transportation initiatives, including a downtown shuttle and more strategic management of garage parking. "With the move toward non-reserved parking spaces in our garages, Bloomington is effectively increasing its downtown parking capacity without the need to build additional garages," Volan said. "However, it is absolutely necessary to institute a downtown shuttle service to help stem the demand for short-term parking. More sensible parking requirements and a regular downtown shuttle will go a long way to discourage drunk driving as well." The most recent downtown parking study called for such a shuttle, along with increased signage and a revised permit parking system; the 2008 budget proposal up for final vote September 12th includes funding for such programs. Volan avowed that "a shuttle service will positively impact downtown Bloomington's economy and in turn, allow our city to competitively thrive and grow while also remaining sensitive to environmental and infrastructure concerns." In addition, Volan sees need to increase the city's recycling efforts. He cites current policy excluding rental properties of more than four units from the city's recycling efforts as the biggest challenge for the next term.
